Written Notice of Opportunity for Public Comment

The University of Illinois – Willard Airport intends to file a new Impose and Use Passenger Facility Charge
(PFC) application with the Federal Aviation Administration (FAA) to reclaim the local share of total
project costs for PFC-eligible airport development projects aimed at preserving and enhancing safety,
security, and capacity at the Airport since 2014.

As required by Title 14 of the Code of Federal Regulations (CFR) Section 158.24, this notice is being
provided to interested parties of the public in the vicinity of the University of Illinois – Willard Airport.
The following paragraphs provide the information required by 14 CFR Section 158.24 to provide the
public with a written notice and the opportunity for comment.

The Airport intends to impose and use PFC revenue, at a collection rate of $4.50 per enplanement, to
reclaim the local share of total project costs for fifteen (15) PFC-eligible airport development projects
undertaken since 2014. A list of the proposed projects is provided below and a detailed description of
the projects, an exhibit and their funding source is provided in Attachment A:

1. Realign Taxiway B1 and remove Runway 18/36 pavement
2. Reconfigure Taxiway A5/A6
3. Rehabilitate taxiway lighting circuits
4. Rehabilitate Runway 4/22 pavement
5. Intermittent panel repair for Runway 4/22
6. Prepare an SMS manual and program
7. Rehabilitate terminal entrance roads – Phase 2
8. Full Airport Master Plan and Airport Layout Plan update
9. Security equipment and software upgrades to airfield and terminal access control equipment
10. New ARFF gear and equipment
11. Terminal improvements and fire alarm system replacement
12. PFC application and administration
13. PFC annual audit
14. Purchase of new snow removal equipment
15. Purchase of new friction measuring equipment

Based upon a $4.50 per enplaned passenger PFC charge, the new Impose and Use Passenger Facility
Charge (PFC) application will acquire approximately $2,679,126 in PFC revenue. The proposed estimated
charge effective date is October 1st, 2018 and the estimated charge expiration date is April 1st, 2024.
The Air Carrier Compensation Rate is $0.11 per PFC.

Pursuant to 14 CFT Section 158.24(a)(2), this notice must allow the public to file comments for at least
30 days after the date that this notice was posted on the Airport’s website (iflycu.com). As such, please
provide any comments you may have about the proposed PFC application at the University of Illinois –
Willard Airport in writing via email or email by 5:00 pm on June 18th , 2018.
